Summary

The Ninth-Five Oman Economic Plan had made a great impact for the future sustainability development and improvement of Gross Domestic Production (GDP) after the change from gas and oil production to industrialise the country’s total value. The government has initiated advanced vocational education programs to upskilled and empowered high professional workers with adequate experience and professionalism, which was initiated by Oman Economic Plan after conducting a major study in 2009. The study has underlined a significant measurement and standards, with fastidious project plans drawn through the years. I joined the project and worked with the elite and international seniors’ expertise to develop a unique Work Job Analysis Process and Educational Assessment Program for Oman. As a team, we devoted ourselves to build a concept of the Advanced Occupational Standards & Curriculum Detailed Program. It was an authentic proposition to initiate a matrix scheme that can indicate the levels of learning outcome and task accountability for the skilled workers at the workplace. This has entailed vocational education in upskilling the working system in the country. Most of the work has attained through resilience and insight of work to pass the final implementation stage, as currently the private sectors are signing petitions in developing national standards designate with higher level of excellence. The work was scrupulous in which it required verification and accreditation to practise a principal mechanism assertive on knowledge, skills, attitude, aptitude and experience as part of profound study adapted from Oman industrial sector. In 2018, a new team was formed auspicious by the Ministry of Higher Education on developing apprenticeship programs, it was formally applied for national vocational program and technical education. The stage was challenging and did take a lot of diligence and observation, in particularly initiating a program for local institutions and vocational colleges. In December 2019, the National Occupational Standards project formed an official statement that entitled few of private leading organisations to establish a Sector Skills Unit, to engage the work requirement. A memorandum of cooperation was also assigned with occupational associations in accordance with the Occupational Map and Labour Market Information & Analysis (LMIA) report. In favour of achieving outstanding results. I am keen to continue input my experience with new projects related to human capital development and educational assessment programs. Advancing the method is a challenging, required mindset and to endure the best quality result. I have currently been assigned for a new project in developing a national system of talent management and capability building officially to be implied in public and government sectors.
